A production site has been established in Zelenograd as part of a large-scale investment project (MaIP). It will house two enterprises, which will be part of the industrial and construction cluster in Savelki. The complex of four industrial buildings will serve the needs of the construction industry.

For example, construction of a plant has been completed in the Savelki district as part of the industrial construction complex. It will comprise four facilities in total. The city has allocated approximately 17 hectares of land for the project. All plots are leased to the investor at a preferential rate of one ruble per year," said the Deputy Mayor of Moscow for Urban Development Policy and Construction.

For the construction of the plant in 2022, the city allocated approximately 3.5 hectares of land to the investor at a preferential rate of one ruble per year.

"Following Sergei Sobyanin's instructions, the city is actively promoting the development of modern industrial infrastructure. Thanks to two Moscow Government support measures, a new production facility for construction companies has been commissioned in Zelenograd. The production building is designed to house the companies First House-Building Plant and Life Engineering, which specialize in the production of translucent structures and modular facades. The First House-Building Plant specializes in window and door systems, as well as façade solutions using glass and aluminum. The plant's production capacity allows it to manufacture up to 159,000 square meters of PVC structures annually, as well as 82,000 square meters of warm glazing products and 184,000 square meters of cold glazing products.

Life Engineering's production facility focuses on the assembly of modular facades using prefab technology. They plan to produce up to 70,000 square meters of prefabricated facade modules with full or partial glazing in standard formats annually.

Anton Slobodchikov, Chairman of the State Construction Supervision Committee, added that throughout the entire construction period of the industrial facility, the agency's inspectors conducted nine inspections. Following the final inspection, the committee issued a conclusion confirming the buildings' compliance with the approved design documentation and subsequently issued the developer an occupancy permit. The total area of the facility is nearly 17,000 square meters.

The surrounding area has been landscaped and improved. Asphalt has been laid, parking spaces have been created, a lawn has been laid, and hardscape features have been installed.

The creation of a single high-tech site has become an example of the effective integration of two production facilities' infrastructures, a modern approach to design, and the efficient use of construction and engineering resources, noted Maxim Rybakov, Project Director of the FSK Group of Companies. He cited government support as the key factor in the project's successful implementation. Collaboration with the city allowed the work to be completed with social and economic interests in mind, which will positively impact the region's future. The facility is fully ready for equipment and plant operations.

A Large-Scale Investment Project (MaIP) is a special status granted to industrial complexes, innovation centers, and multifunctional sports facilities. This support program has been in effect in Moscow since 2016. Developers who receive this status can lease land from the city on preferential terms. Currently, over 100 industrial MAIPs are being implemented in Moscow, highlighting the development of the capital's industrial sector.

The employment creation incentive program has been in place since 2020 and covers virtually all districts of the capital. Investors will build over 270 facilities under this program, covering a total area of 8.3 million square meters. These include new industrial facilities, office and shopping centers, educational, cultural, and sports institutions. Overall, over 2.8 trillion rubles will be invested in Moscow's development, creating approximately 360,000 new jobs in virtually all sectors of the city's economy.
