BEIJING, Jan. 28 (Xinhua) — The North Chinese port city of Tianjin, which successfully hosted the 25th meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in September 2025, intends to actively implement the outcomes of the summit over the next five years to expand its high-level openness to the outside world and enhance the city's international image.
The relevant measures in this direction are outlined in the draft 15th Five-Year Plan for National Economic and Social Development of Tianjin City, which was submitted for consideration at the ongoing 4th session of the 18th City People's Congress, the online news portal chinanews.com.cn reported.
According to the draft, during the 15th Five-Year Plan period (2026-2030), Tianjin will make good use of the China-SCO cooperation platforms in the fields of green industry and digital economy, as well as the China-SCO cooperation center in vocational education, to promote innovative development of trade and bilateral investment with SCO countries, and promote the integration of vocational training with industrial practice, especially in the field of artificial intelligence, in SCO countries.
In addition, the city is also prepared to expand cooperation with SCO countries in the humanitarian and medical fields, planning, in particular, to launch a cancer screening project for 10,000 people in SCO countries over the next five years.
The above-mentioned document also provides for a number of other measures to expand external openness, including the implementation of the “Silk Road of E-Commerce” project covering the regions of Central Asia and the Middle East, and further expanding access for foreign investment to local socio-economic sectors.
