The government designated the Ministry of Economic Development as responsible for maintaining the register of intermediary digital platforms. The corresponding decree was signed on January 22.
Platforms included in the Ministry's registry are required to comply with the new requirements of the Law on the Platform Economy. This law comes into force in October 2026 and, as Deputy Prime Minister and Head of the Government Staff Dmytro Grigorenko notes, will become the basis for protecting the rights of buyers and sellers on digital intermediary platforms.
"To comply with the new legal requirements, the state is already providing businesses with a number of ready-made tools. For example, platforms included in the register will be required to identify sellers before allowing access to the platform through the Unified Identification and Authentication System (ESIA) or other state registries. Product cards will also be required to verify the presence of certificates of conformity and declarations of conformity, as well as seller registration in the State Information System for Labeling (GIS MT). These measures are aimed at combating counterfeiting on intermediary digital platforms," said Dmitry Grigorenko.
Furthermore, this law creates a unified legal framework for the further development of such platforms in Russia. For example, if a platform complies with the requirements for relationships with partners—contractors/self-employed individuals (no fixed work schedule, the contractor's right to decide when and where to accept orders, etc.), then platforms included in the registry are "immune" from being reclassified as employment relationships.
The purpose of the registry is to account for the largest digital intermediary platforms. It will be published on the Ministry of Economic Development's website. The main criteria for inclusion in the registry are described in the law itself (the platform provides the technical capability to place an offer, conclude a transaction, and process payment). In addition, the Government will approve additional criteria; the corresponding government act has already been submitted to the Ministry of Economic Development. These criteria will concern the number of users, partners, and transaction volume.
Rules for verifying seller information and product card information are also undergoing interdepartmental approval. All draft regulations are subject to mandatory, detailed discussions with businesses. For this purpose, a working group on the platform economy has been established under the Government. It includes major business associations, digital platforms, traditional retailers, online tourism services, taxi companies, and representatives of industry associations.
