Since 2021, regions have received the "Infrastructure Menu" financial support package, launched by the government to create comfortable living conditions for residents. These instruments include infrastructure budget loans (IBK), special treasury loans (STL), treasury infrastructure loans (TIL), concessional loans from the National Welfare Fund (NWF), and infrastructure bonds.

"The regional development instruments launched by the Government are consistently yielding positive results. Thanks to the infrastructure menu mechanisms, schools and clinics, roads and bridges are being built, housing and utilities systems are being modernized, public transportation is being updated, and tourism infrastructure, industrial technology parks, and special economic zones are being created. All these measures contribute to improving the standard of living of Russians. Since 2021, approximately 2,200 facilities and events have been commissioned and completed in the regions using infrastructure loans, preferential loans from the National Welfare Fund, and infrastructure bonds, as well as over 8,300 new units of public transportation," noted Deputy Prime Minister Marat Khusnullin.

The Ministry of Construction acts as the curator of infrastructure development programs within the infrastructure menu.

"We have allocated a total of 1 trillion rubles through the IBC to 83 regions for the implementation of more than 960 projects. By 2040, this is expected to enable the commissioning of 120 million square meters of housing, create over 498,000 jobs, attract over 10.9 trillion rubles in extra-budgetary investment, and ensure budget revenues of over 2.3 trillion rubles in taxes and non-tax payments. Furthermore, 190 billion rubles from the IBC funds have been allocated to 79 regions for the implementation of 579 projects and activities. Financing for 84 regions totaling almost 360 billion rubles in the form of CFCs has also been approved. These funds will be used to implement 257 projects. Work on reviewing applications from the regions is ongoing. "Overall, between 2025 and 2030, we plan to provide regions with 1 trillion rubles in treasury infrastructure loans," emphasized First Deputy Minister of Construction, Housing and Utilities Alexander Lomakin.

The public-law company "Territorial Development Fund" is the operator of the program for the modernization of municipal infrastructure using preferential loans from the National Welfare Fund, and also participates in the implementation of the infrastructure loan program.

"To date, 984 projects and activities have been completed in Russia using infrastructure loans (650 under the IBC, 316 under the SKK, and 18 under the KIK) in the areas of utilities, social infrastructure, road construction, and other infrastructure vital to citizens. Furthermore, under the housing and utilities modernization program using funds from the National Welfare Fund, 1,174 projects have been commissioned in the regions since 2022, including over 1,400 kilometers of utility networks and 278 site-specific projects," said Vasily Kupyzin, CEO of the Territorial Development Fund.

The housing and utilities modernization program, using funds from the National Welfare Fund, provides preferential loans totaling 150 billion rubles to 76 regions for the implementation of 258 projects.

DOM.RF is currently implementing infrastructure bond projects in 29 regions. The amount of preferential loans under these projects is 200 billion rubles. To date, 33 projects have been commissioned, including four transport infrastructure projects, five road infrastructure projects, 17 utility infrastructure projects, five social infrastructure projects, and two tourism infrastructure projects.
