Washington, January 14 (Xinhua) — The Trump administration announced on Wednesday the launch of the second phase of its Gaza peace plan, shifting the focus from a ceasefire to demilitarization, technocratic governance, and reconstruction. Stephen Witkoff, the president's special envoy for the Middle East, made the announcement on the social media platform X.
“Today, at President Trump’s direction, we are announcing the launch of Phase II of the President’s 20-point plan to end the conflict in Gaza, moving from a ceasefire to demilitarization, technocratic governance, and reconstruction,” wrote S. Witkoff.
“The second phase envisages the creation of a transitional Palestinian technocratic administration in Gaza—the National Committee for Gaza Management—and the beginning of a process of complete demilitarization and restoration, primarily the disarmament of all unauthorized persons,” the special envoy explained.
The statement reiterated the American expectation that Hamas fully fulfills its obligations, including the immediate return of the last dead hostage. S. Witkoff warned that failure to fulfill these obligations "will entail serious consequences."
In September 2025, the Trump administration unveiled a three-phase, 20-point peace plan aimed at ending the conflict between Israel and Hamas that erupted in October 2023.
