China unveils action plan to boost high-quality development of industrial internet platforms

BEIJING, January 13 (Xinhua) — China's Ministry of Industry and Information Technology recently released an action plan to promote the high-quality development of industrial internet platforms from 2026 to 2028, aiming to accelerate new industrialization and develop new productive forces in the country.

According to the plan, more than 450 influential industrial internet platforms will be created in the country by 2028, exceeding the current figure of 340 platforms.

The number of industrial devices connected to such key platforms is expected to exceed 120 million units, up from over 100 million currently, and the platform penetration rate will reach over 55%.

As a key component of the Industrial Internet, these platforms serve as crucial carriers for aggregating massive amounts of data, accumulating models, and developing applications. They are key nodes for ubiquitous connectivity, flexible supply chains, and the efficient distribution of production factors and resources.

The action plan focuses on three strategic areas: promoting differentiated platform development, strengthening artificial intelligence (AI) capabilities, and deepening scenario-based applications, the ministry said.

To strengthen AI integration, China will encourage platform enterprises to increase investment in research and development (R&D) of high-quality datasets, industrial large-scale models, and industrial intelligent agents. This move aims to transform the country's early advantages in data accumulation and industrial mechanisms into competitive advantages for the digital and intelligent transformation of the manufacturing industry.

The action plan proposed four innovative measures to promote the development of industrial internet platforms, including developing a multi-layer platform system, data aggregation to enhance intelligence, promoting large-scale applications, and strengthening the industrial ecosystem.

In particular, the document envisages a four-tier development system, from the basic to the ecosystem level, which will orient platforms toward specialized and professional development.
