LONDON, Jan. 12 (Xinhua) — Britain's online safety regulator Ofcom said Monday it has launched a formal investigation into US entrepreneur Elon Musk's social media platform X under Britain's Online Safety Act over concerns it could be used to create sexualized images of women and children.

Ofcom said in a statement that it was deeply concerned by reports that Grok, an artificial intelligence tool available on the social network X, was used to create and distribute unauthorised intimate images and child sexual abuse material without consent.

The regulator called the Grok case a “top priority” and emphasized that it could block access to X “if necessary.”

If an investigation finds that a social network has violated the law, Ofcom may require it to take specific measures to bring its operations into compliance with the law or to remedy the damage caused by the violations. The regulator also has the right to impose a financial penalty of up to £18 million (US$24.27 million) or 10% of the social network's global legal revenue.

Calling Grok's current situation "the most serious case of ongoing non-compliance," Ofcom warned that it could take legal action to stop advertisers or payment service providers from appearing on X, and require internet service providers to block access to its website in the UK.

The regulator noted, however, that such measures would only be taken “where appropriate and proportionate to prevent serious harm to individuals” in the UK.
