BEIJING, Jan. 10 (Xinhua) — China's Internet Information Office on Saturday released a draft regulation governing the collection and use of personal information by internet apps, seeking public opinions and suggestions on the document.
The project aims to protect rights and interests in the field of personal information and ensure the proper use of personal data.
According to the document, the collection and use of users' personal information should be strictly limited to what is necessary to provide products or services and not go beyond the established limits.
It also notes that when first launched, internet applications are required to clearly inform users about the rules for collecting and using personal data through such visual means as pop-up notifications, and to obtain their express consent.
In addition, the draft requires that internet applications not collect or use personal information of persons other than the user by accessing address books, call logs, or SMS messages, except when such access is necessary for the purposes of communication, adding new contacts, or backing up data.
