Simplified import procedures for certain types of electronic devices into Russia have been extended for another year, until the end of 2026. A corresponding decree has been signed. This decision will help prevent a shortage of such goods on the domestic market amid external sanctions pressure.
The simplified procedure concerns the procedure for obtaining a notification for the specified equipment. This is a special document required for all electronic devices that support cryptographic capabilities or encryption in any way. These include, in particular, smartphones, tablets, laptops, computers, microchips, and radios.
Typically, to obtain notification for importing such devices or equipment into Russia, their manufacturer must submit an application to the authorized organization—the Center for Licensing, Certification, and Protection of State Secrets of the Federal Security Service of Russia. A simplified procedure allows notification to be issued by industry associations, including the Association of Electronics Developers and Manufacturers and the Association of Computer and Information Technology Enterprises.
Also, according to the simplified procedure, the requirement to provide customs authorities with notification information regarding equipment imported into the country is eliminated if such devices are components for industrial production of equipment in Russia.
