BEIJING, Jan. 8 (Xinhua) — China's "ice city" of Harbin, capital of Northeast China's Heilongjiang Province, and Russia's Murmansk recently signed a cooperation plan for 2026 covering areas such as intergovernmental exchanges, trade and economic investment, cultural exchanges, and cooperation in education and sports.
The official website of the Zhongguo Xinwenshe News Agency reports that on January 6, the two cities celebrated the tenth anniversary of their sister-city relationship. At a ceremony held in Harbin to mark the occasion, the two sides reviewed the fruitful cooperation since the official establishment of ties in 2016. Over the past ten years, these two cities, located in high latitudes with a cold climate, have actively collaborated in trade and economic exchanges, cultural ties, and educational cooperation, while contacts between the peoples of the two countries have steadily strengthened.
On the same day, a commemorative ice sculpture was unveiled, jointly created by the two cities. It artfully combines elements of the "swan," symbolizing Harbin, and the icebreaker "Lenin," representing Murmansk. In the upper part of the sculpture, gradually melting snow artistically reproduces the shared winter landscape of the two northern cities; in the lower part, intertwining sea waves and floating ice floes vividly reflect the wintry charm of the Songhua River (Sungari) in Harbin and the unique views of the ice-free port of Murmansk.
Murmansk, Russia's largest city north of the Arctic Circle, attracts numerous Chinese tourists with its unique polar landscapes.
