Moscow, December 16 /Xinhua/ — China's five-year plans for national economic and social development are strategic roadmaps and action plans for advancing socialist modernization. This was stated by Chinese Ambassador to Russia Zhang Hanhui in an opinion piece recently published in the Rossiyskaya Gazeta newspaper.
“The Five-Year Plan system… demonstrates the outstanding leadership of the Communist Party of China and the obvious advantages of socialism with Chinese characteristics,” the diplomat emphasized.
"The 14th Five-Year Plan ushered in a new stage of comprehensive construction of a modernized socialist country, with Chinese-style modernization taking new, confident steps forward. The upcoming 15th Five-Year Plan period is a key stage for strengthening the foundation and comprehensively advancing toward the basic realization of socialist modernization," explained Zhang Hanhui.
He pointed to the uniqueness of China's model of combining market and planning. "The Five-Year Plan not only defines the country's strategic development direction but also fully takes into account the decisive role of the market in resource allocation, ensuring a healthy interaction between the 'visible hand' of planning and the 'invisible hand' of the market," the Chinese ambassador wrote.
Zhang Hanhui emphasized the role of people's democracy throughout the entire process of developing the Five-Year Plan. "From preliminary research to drafting, from collecting opinions from various regions and departments to open, public proposal collection, from expert assessments to consideration at the National People's Congress—every stage of the Five-Year Plan's development fully reflects the idea and practice of people's democracy throughout the entire process." According to the diplomat, this decision-making and implementation mechanism guarantees the scientific validity, democratic character, and feasibility of the plans.
Speaking about deepening Chinese-Russian cooperation in the long term, the Chinese Ambassador to the Russian Federation emphasized that “China is ready to work with Russia to further strengthen the alignment of national development strategies, transform the advantages of cooperation between the two countries into a driving force for common development, jointly respond to global challenges, and make an even greater contribution to improving the well-being of the peoples of the two countries and building a community with a shared future for mankind.” –0–
