Washington, Dec. 12 (Xinhua) — U.S. President Donald Trump signed an executive order on Thursday establishing a national framework for artificial intelligence (AI), limiting the powers of states.

"To win, American AI companies must be able to innovate freely without burdensome regulation. But excessive regulation undermines this imperative," the order stated.

It argued that state-by-state regulation inherently creates a patchwork of 50 different regulatory regimes, making compliance difficult, especially for startups, and that state laws increasingly require companies to incorporate “ideological bias” into their models.

“My administration must work with Congress to ensure there is a minimally burdensome national standard, not 50 conflicting standards,” the order says.

It also calls on Attorney General Pam Bondi to create an AI litigation task force “whose sole responsibility would be to challenge state AI laws.”

States that fail to comply could face financial penalties.
