Reducing the housing stock unfit for habitation is a priority for Russia's construction industry. Since 2019, nearly 900,000 people have been relocated from more than 15 million square meters of dilapidated housing, according to Deputy Prime Minister Marat Khusnullin.

“The resettlement of people from dilapidated buildings is being carried out on the orders of President Vladimir Putin. Since 2019, this socially significant program, coordinated by the Russian Ministry of Construction, has been implemented as part of the "Housing and Urban Environment" national project, and is now being continued under the "Infrastructure for Life" national project. Since 2019, nearly 900,000 people have been relocated from over 15 million square meters of dilapidated housing. Since the beginning of 2025, 70,000 residents have moved from dilapidated buildings with a total area of 1.2 million square meters to new apartments. Support has already been allocated for regions, including Donbas and Novorossiya, for 2025–2027. Under the new national project, the Territorial Development Fund, the program's operator, has already approved funding totaling approximately 38.2 billion rubles for the regions. This will allow for the relocation of approximately 1 million square meters of dilapidated housing, inhabited by approximately 56,800 people," said Marat Khusnullin.

According to the Deputy Prime Minister, the leaders in terms of the number of people relocated from dilapidated housing include the Khanty-Mansi Autonomous Okrug, where 62,000 people have improved their housing conditions since the beginning of 2019; the Yamalo-Nenets Autonomous Okrug (59,000); Perm Krai (56,000); the Sakha Republic (Yakutia) (50,000); and Kemerovo Oblast (34,000).

"An additional tool for relocating residents from dilapidated and decrepit housing is integrated territorial development. The Fund, as the operator of the program for relocating residents from dilapidated housing, partially reimburses developers for these costs in KRT projects. Currently, approximately 160 such projects are being implemented in 33 regions of the country, which are relocating residents from dilapidated and decrepit housing. This will make it possible to remove nearly 300,000 square meters of unsuitable housing in the coming years and improve living conditions for 16,700 people," said Vasily Kupyzin, CEO of the Territorial Development Fund.

From 2025 to 2030, 345,000 people are scheduled to be relocated from dilapidated buildings with a total area of 6.2 million square meters as part of the national project "Infrastructure for Life."
