Deputy Prime Ministers of Russia Tatyana Golikova, Dmitry Chernyshenko, and Alexey Overchuk attended the award ceremony for the winners of the International Prize

The event brought together more than 18,000 social project leaders, heads of charitable foundations, volunteers and mentors, volunteer movement organizers, and volunteer network participants from 48 countries.

Russian President Vladimir Putin awarded the winner of the "Volunteer of the Year" award. The winner was Anna Pluzhnikova, a participant in the Anapa environmental disaster relief mission.

He also congratulated volunteers on the upcoming holiday – Volunteer Day.

"Thank you very much for being here, in your position, helping the country and, most importantly, helping specific people solve the problems they face," the President said during the ceremony.

Deputy Prime Minister Tatyana Golikova and People's Artist of Russia Konstantin Khabensky presented awards to the winners in the "Code of Mercy" category. The first-place winner was the "Tylsym" Inclusive Center project from the Republic of Tatarstan.

"Our prize is turning five years old. We couldn't have imagined that in such a short period of time, the number of people for whom it would become an integral part of their lives would be so great. Over these five years, more than 200,000 applications have been submitted. And every year, the number grows. 2025 is no exception: over 52,000 applications have been submitted from 147 countries. This is already a global prize, and I sincerely congratulate you on this.

And, of course, this was made possible because there are so many caring people in the world. "The Code of Mercy" is an extraordinary nomination. It's something in our blood, something we live for. I don't know a single person who doesn't share a part of themselves with another. Our nominees make our country what it is today. These people have done everything possible to ensure that the elderly, people with disabilities, SVO participants, and those who dedicate themselves to promoting a healthy lifestyle and donating blood received assistance. Thanks to people like you, the country is growing stronger, its good deeds are multiplying, and, most importantly, it brings even more caring people into this orbit," emphasized the Deputy Prime Minister of Russia, co-chair of the organizing committee for the International Prize.

The Tylsym (Magic) Children's Inclusive Center helps children with various disabilities learn, develop, and communicate. The center has two main programs: group developmental and rehabilitation classes, and a training apartment for children with mental disabilities.

Tatyana Golikova, Konstantin Khabensky, and Zhang Ling, Deputy Secretary-General of the Conference on Interaction and Confidence-Building Measures in Asia, also presented awards to the winners in the international category "Helping People." Projects from Kenya, Kazakhstan, and Serbia shared the award.

Dmitry Chernyshenko presented the awards in the Mentor of the Year category.

"It's no coincidence that our President, Vladimir Vladimirovich Putin, says that Russia is a country of volunteerism. More than 9 million participants are registered on the Dobro.RF platform. This award is very important. Since this year, it has become part of the national project 'Youth and Children.' This national project has a large number of different tools that you should know how to use. But most importantly, it has measurable indicators. By 2030, the President has mandated that more than 45% of our youth regularly participate in volunteer and community activities. I hope you are willing to help them and share your experiences," he noted.

The Deputy Prime Minister emphasized the important role of parents and mentors and called volunteering a calling.

"Nearly 5,000 applications is a good result. And as trite as it may sound, each one is a winner. But the public vote and experts, of course, identified the most important one, the one we will honor today, the one we will identify as a role model for this year," he added.

First place in the category went to Anatoly Zamyatin, an employee of the Russian Ministry of Emergency Situations from the Altai Territory who heads the council of mentors for the fire and rescue unit. He organized over 200 events to help new employees adapt. Under his leadership, 20 groups of cadets completed practical training, many of whom became specialists and mentors.

Dmitry Chernyshenko, along with Artem Metelev, Chairman of the State Duma Committee on Youth Policy and Chairman of the Board of the Dobro.RF Association, also reviewed an exhibition of volunteer achievements and spoke with volunteers.

At the "Everything for Victory!" stand, the Deputy Prime Minister was presented with the results of the People's Front movement's efforts to assist frontline soldiers and civilians in border areas. Dmitry Chernyshenko left commemorative inscriptions on the movement's chevron and flag.

During the awards ceremony, Deputy Prime Minister Alexey Overchuk and UN Volunteers Executive Coordinator Toyli Kurbanov presented the award to the winner in the special category "Good Deed of the Year." The winner was Anton Marie Lim from the Philippines for his project "Yellow School Boat."

"In the international direction of the award

The Yellow Boat of Hope is the flagship initiative of the Yellow Boat of Hope Foundation Philippines, established in 2010. Over the past 15 years, the project has provided over 5,500 boats to approximately 40,000 students in remote areas to help them get to school.
