The city has made receiving subsidized meals for children and expectant mothers as convenient as possible thanks to digital services and an updated network of milk distribution centers. Moscow families no longer need to make nearly 21 million in-person visits to medical facilities thanks to the ability to manage food package orders from their smartphones. Thanks to the service on the mos.ru portal and the EMIAS.INFO mobile app, parents can order subsidized products, select a convenient milk distribution center, view the pickup schedule, and manage orders for multiple recipients from their smartphones. As a result, since 2021, we've saved families nearly 21 million unnecessary visits to institutions. In total, Muscovites have placed over 12 million orders online," said Anastasia Rakova.

The ability to order discounted food packages online through the EMIAS.INFO mobile app became available in May 2025. Muscovites have already used this method over 650,000 times. Since October, the mobile app has introduced a new, useful feature that reminds people to visit milk distribution points 24 hours before their order is due. This allows them to plan their day so they don't forget their upcoming visit.

As part of the milk kitchen modernization program, more than 190 facilities were renovated. Eleven of them were renovated and reopened in 2025. Windows and doors, fire safety and air conditioning systems were replaced, interior finishing was completed, and new appliances and furniture were installed. The milk kitchen interiors were designed in a uniform style.

You can order discounted meals at a milk distribution point using the mobile app. EMIAS.INFO (in the section "Services for you" – "Milk Kitchen"), as well as in the web version electronic medical record (in the "Milk Kitchen" section) or on the portal mos.ru.

In the app and on the website, users can find all the important information: current and completed orders, their numbers, statuses, pickup periods, food package contents, as well as the names, schedules, and operating hours of milk distribution points.

Subsidized meals are provided to pregnant women, mothers breastfeeding babies up to six months old, children up to three years old, as well as children from large families up to seven years old, children with chronic illnesses up to 15 years old, and children with disabilities.

You can submit an application electronically on the mos.ru portal using the service Application for receiving meals at the milk kitchenTo obtain permission to independently place orders on the portal or in the app, you must visit your local doctor once. For residents who have previously confirmed their eligibility, submitted an electronic or paper application, and received free meals based on a medical certificate, the ordering service will be automatically available in the EMIAS.INFO app, the web version of the electronic medical record, and the mos.ru portal.
