At the same time, the bulk of the city's expenses for the construction of new houses is returned to the budget, since some of them are put up for sale.

"Plus, the land on which these buildings stand is involved. It also has a certain value. And not only will buildings for renovation be built on this land, but some of the apartments in them will also be put up for sale. And the closer we get to the program's completion, the more such apartments will be put up for sale. And once the program is complete, the remainder will be sold on the market. Why is this being done? It's precisely to recoup the main renovation costs to the budget," the Moscow Mayor emphasized.

Most of the city's integrated development projects aim to create a balance between housing, jobs, and social infrastructure. The neighborhoods being built under the renovation program resemble small towns rather than residential areas. The ground floors of buildings are left unoccupied, housing small businesses, service providers, and retailers. Technology parks, industrial facilities, and offices are being built nearby. Work can be reached within 15 minutes by public transportation.

Thus, the capital is realizing the concept of a 15-minute city, as well as a vertical city, where high-rise buildings are divided into residential, office, business, sports, recreational, and other zones. The buildings under the renovation program have a unique appearance.

"Today, various projects are being created, modern projects, including car-free neighborhoods—microdistricts. When a block is built, parking spaces are no longer cluttered inside; they're recessed underground. The courtyard is completely protected from all traffic, allowing for peaceful strolls and relaxation. This is also very important. The very appearance of the buildings is no longer standardized and recycled, but is increasingly taking on the appearance of unique structures made of monolithic or precast concrete, which allows for a variety of architectural possibilities," added Sergei Sobyanin.

Residents of 16 buildings completed the paperwork for apartments under the renovation program in October.Around 33,000 Muscovites have completed housing registration under the renovation program in the first nine months of this year.

The Moscow Mayor also answered a question from Svetlana, a Muscovite who is receiving new housing in the Lyublino district. She was interested in what social infrastructure it would have for children. "We'll have everything. There will be schools, kindergartens, a clinic, and a sports center planned for this district. So we're working to ensure that these kinds of districts are developed comprehensively and that all the social infrastructure is in place," Sergei Sobyanin emphasized.
