Prime Minister Mikhail Mishustin signed a decree approving the regulations for state registration of housing stock in Russia. According to the document, such registration will be conducted in the State Housing and Utilities Information System (GIS Housing and Utilities), Deputy Prime Minister Marat Khusnullin announced.

"One of the key areas of the Strategy for the Development of the Construction and Housing and Utilities Sectors through 2030, with a forecast to 2035, is digital transformation, including the implementation of modern technologies in housing management. The primary goal of the adopted resolution is to establish a unified system for state registration of housing stock. This will enable the generation of reliable information on the composition of housing, its condition, and value, as well as changes in these indicators. This work is crucial for making strategic decisions on the implementation of various programs aimed at improving the quality of life for citizens and developing territories," said Marat Khusnullin.

According to the decree, all housing properties, regardless of ownership, are subject to state registration. These properties will remain registered until they are removed from the cadastral register.

The public-law company "Territorial Development Fund" has been granted the authority to analyze information on state housing registration objects.

"The Territorial Development Fund will analyze information about housing stock properties submitted by the Russian Ministry of Construction at least twice a year. The system will also include data from the Unified State Register of Real Estate and information on the technical characteristics of the properties," noted Vasily Kupyzin, CEO of the Territorial Development Fund.

The launch of the housing stock accounting system based on the State Information System for Housing and Public Utilities is planned for March 1, 2026.
