Since the beginning of 2025, work has been underway in the capital on eight new large-scale investment projects (MaIP) as part of the Moscow Industrial Development Strategy approved by Sergei Sobyanin. These projects cover the food, construction, pharmaceutical, electronics, and light industries, according to the Deputy Mayor of Moscow for Transport and Industry. Maxim Liksutov.

"Following Sergei Sobyanin's instructions, the city is actively promoting the development and expansion of industrial infrastructure, and this is largely thanks to the Moscow Industrial Policy Agency. More than 100 projects have been approved and are being implemented, enabling the establishment of modern production facilities in various districts of the capital. Their combined area will exceed four million square meters, and their launch will provide employment for approximately 60,000 residents," noted Maxim Liksutov.

A large-scale investment project is a special status assigned to projects that are essential for the development of the capital and the modernization of urban infrastructure.

"Since the beginning of 2025, eight large-scale investment projects have been launched in Moscow in the food, construction, pharmaceutical, electronics, and light industries. The enterprises will be located in six administrative districts of the city, with a combined area exceeding 436,000 square meters. Once MAIP reaches its design capacity, approximately six thousand new jobs will be created in the capital," he explained.

To implement such projects, developers can lease land on preferential terms. Manufacturing companies are also provided with additional support: they can lease land for just one ruble per year.

Ekaterina Solovieva, Moscow Government Minister and Head of the Department of City Property, noted that since the beginning of the year, the city has signed eight agreements to provide investors with land plots for the implementation of industrial MAIPs. Land plots totaling over 60 hectares have been allocated for these purposes. Investors received a preferential lease rate of just one ruble per year for the construction of industrial enterprises. This rate will apply throughout the project's implementation. The city, for its part, monitors the developers' progress at every stage, from obtaining a construction permit to commissioning the facility.

Thus, an 8,500-square-meter facility will be built in western Moscow. It will be launched by the company "Fudmarket," which will produce food products, semi-finished products, and confectionery. Another industrial park in the food industry will be established in the Troitsky Administrative District. The "Yadro Vkusa" industrial technology park will be one of the largest in the agro-industrial complex. It will house a complex for the production of dairy, confectionery, and bakery products, snacks, food ingredients, semi-finished meat products, canned fruits and vegetables, beverages, and packaging. Residents will also be able to grow herbs and berries.

Two new electronics manufacturing facilities will be established in the Eastern Administrative District of Moscow. EVP Group will establish a facility producing electronic and lighting equipment components. The second facility, a Spetskabel facility, will manufacture cable products. The third electronics manufacturing facility will be located in the South-Eastern Administrative District. Svelen's electronic and lighting equipment manufacturing complex will provide jobs for approximately 800 engineers, technologists, and production line operators.

Moscow is also implementing industrial development programs aimed at developing the pharmaceutical, construction, and light industry sectors. For example, a modern complex for the production of genetically engineered drugs is planned for the North-Eastern District, while consumer services facilities are planned for the South-West District. A production facility for prefabricated reinforced concrete structures will be established in the Troitsky District.

Earlier, Sergei Sobyanin announced key areas Moscow's industrial development program, emphasizing that 10 modern production sites have already been commissioned in the city under the MAIP program, creating over 4,000 jobs. Over 100 new facilities, totaling approximately 4 million square meters, are planned for construction by 2030. Their launch will create approximately 60,000 jobs.

Large-scale investment projects have been implemented in the capital since 2016 and are a key tool for developing the city's economy. They provide investors with the opportunity to develop industrial, social, and commercial facilities on preferential terms, with commitments to create new jobs.
