Prime Minister Mikhail Mishustin supported the proposal of the Agency for Strategic Initiatives (ASI) and the Roscongress Foundation to hold the All-Russian Inclusive Forum "Open for All" annually, starting in 2025. A corresponding agreement was signed. order.

"Accept the proposal of the autonomous non-profit organization 'Agency for Strategic Initiatives to Promote New Projects' to hold the All-Russian Inclusive Forum 'Open for All' annually, beginning in 2025. Form an organizing committee for the preparation and conduct of the forum and approve its composition," the order states.

"Creating fully-fledged conditions for the integration of people with disabilities into all spheres, from the economy to the arts, is not just one area of work, but a key principle of Russia's social policy. Addressing this large-scale challenge is impossible without an effective partnership between the government and business. Building proactive collaboration in the development and practical implementation of programs to create a barrier-free environment is a strategic necessity for building an inclusive society," emphasized Tatyana Golikova, Deputy Prime Minister and head of the forum's organizing committee.

The forum's annual status confirms that the topic of inclusion is becoming increasingly firmly entrenched on the state agenda and emphasizes that attention to it is not a one-time event, but a sustainable priority.

"We are creating a practical platform where representatives of government, business, and public organizations will work together to find effective solutions, discuss specific projects, and create the conditions for fundamental changes in the lives of millions of people. Our society's commitment and openness to all are not a slogan, but a competitive advantage and a source of strength. Holding the forum is directly linked to the national development goals set by the President, specifically, realizing the potential of each person, developing their talents, and nurturing patriotic and socially responsible individuals," said Anton Kobyakov, Advisor to the President of Russia and Executive Secretary of the Forum's Organizing Committee.

The development and scaling of inclusive projects has occupied a special place in the work of the Agency for Strategic Initiatives since its founding.

"Inclusive development is one of the priority areas of the National Social Initiative and an essential component of the country's sustainable development and a modern and just society. The Agency for Strategic Initiatives identifies and supports the best projects and practices in this area, concludes national inclusive agreements with companies and enterprises, and organized a thematic educational forum for two years in a row. In 2025, the forum expanded to include all stakeholders on the inclusive agenda, which will allow us to elevate the discussion to a new level and find the most effective solutions," emphasized Svetlana Chupsheva, ASI General Director.

Prioritizing the social agenda at the country's largest forums is one of the key objectives of the Roscongress Foundation's socio-creative platform.

"For over seven years, the Roscongress Foundation's socio-creative platform has been creating an environment for the transfer and scaling of the best social technologies and practices, producing and promoting social innovations that fundamentally improve the living environment and self-realization of people. Inclusion is a key focus of this work. The Foundation implements this in various formats – business sessions, the Innosocium Lab and NGO Day at major international forums, the All-Russian Student Competition of Social Projects, educational events, and inclusive film screenings as part of the Soul of Russia project. Holding the Open for All forum, in partnership with the ASI and supervised by the Government of the Russian Federation, is a new systemic development of the inclusive agenda, aimed at realizing the social mission of business by developing 'live' tools and specific solutions for promoting inclusion in the economy and social sphere," emphasized Elena Marinina, Deputy Director of the Roscongress Foundation and member of the forum's organizing committee.

The All-Russian Inclusive Forum "Open for All" will be held in Moscow on November 24–25, 2025, with the Cyberdom space serving as the main venue. Guests will enjoy a comprehensive interactive program, including brand fairs, master classes (including those from international participants), film screenings, and meetings with project ambassadors.
