BEIJING, Nov. 15 (Xinhua) — An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on promoting the development of new productive forces in accordance with local conditions will be published Sunday in Qiushi, the leading journal of the CPC Central Committee.
