China expands application scenarios to accelerate technological innovation and economic growth

HEFEI, Nov. 15 (Xinhua) — A sprawling park in Hefei, capital of east China's Anhui Province, which was converted from a former civilian airport, is quietly testing the future of transportation.

Driverless cars share the road with pedestrians, while delivery drones and electric vertical takeoff and landing aircraft buzz overhead.

Hefei's Luogang Park is one of many use cases used by local authorities to test new technologies, products, and business models. The city itself is one of China's emerging innovation hubs.

As early as 2021, Hefei has become a leader in the development and implementation of application scenarios in various fields such as industrial development and urban management.

Local governments play a key role in this process, organizing roadshows and meetings to connect technologies with real-world applications, promoting deeper integration of scientific and industrial innovation, said Gao Zhengrong, an official with the Hefei Municipal Development and Reform Commission.

China strives to achieve high-quality economic development by exploring new application scenarios for new technologies and products, promoting their large-scale industrial application and development, and accelerating the development of emerging industries.

Earlier this month, China released guidelines aimed at “accelerating scenario development, opening up and promoting the large-scale application of new scenarios.”

Scenarios have become key innovation resources, serving as a bridge connecting technology and industry and linking R&D with the market, Li Chunlin, vice chairman of China's National Development and Reform Commission, said at a recent briefing in Beijing.

The guide identifies five priority areas for scenario development, including emerging sectors, new business models, emerging industries, public services, and socially significant industries, and designates 22 areas for scenario development and discovery.

In southern China's Guangdong Province, authorities are leveraging the region's vast market and diverse application scenarios to spur innovation in 20 areas, including advanced manufacturing, marine economy, and low-altitude economy.

Ai Xuefeng, head of the Guangdong Provincial Development and Reform Commission, said the provincial government has released 20 lists of supply and demand for scenarios to connect innovators with potential users.

These real-world practices offer more than just technical validation. They also provide a form of verification, testing the feasibility of business models and institutional reforms.

Central government agencies are actively supporting this initiative. The State-Owned Assets Supervision and Administration Commission of the State Council has opened 190 pilot platforms for testing and verification of enterprises under the central government. The Ministry of Industry and Information Technology is placing particular emphasis on developing application scenarios in sectors such as 5G, artificial intelligence, robotics, and the Industrial Internet.

More and more regions in China are becoming innovation testing hubs. Beijing is promoting the use of smart city technologies, and Anhui Province plans to implement 1,000 quantum information technology application scenarios by 2027.

To remove administrative barriers, earlier this year, 20 cities, including Hefei, Shanghai, Hangzhou and Foshan, formed a Scenario Innovation City Alliance, which aims to promote the widespread adoption of new technologies and products across the country.

Experts say creating real-world test environments on a national scale is crucial to accelerating innovation and ensuring high-quality economic growth.

“Enterprises conducting R&D in real-world conditions will allow them to quickly test and improve new technologies, products, and business models,” said Liu Quanhong, director of the Institute of Industrial and Technological Economics under the National Development and Reform Commission of China, adding that this will become a new engine for China’s high-quality economic growth. -0-
