The handover ceremony took place in Bishkek during a meeting of the Intergovernmental Russian-Kyrgyz Commission on Trade, Economic, Scientific, Technical, and Humanitarian Cooperation, chaired by Deputy Prime Minister of the Russian Federation Alexey Overchuk and Chairman of the Cabinet of Ministers and Head of the Presidential Administration of the Kyrgyz Republic Adylbek Kasymaliev.

These vehicles will enable the Kyrgyz customs authorities' canine units to quickly address drug trafficking, while the use of the video recorders will help improve customs control procedures and minimize the risk of corruption," noted Alexey Overchuk.
In 2024, the Cabinet of Ministers of the Kyrgyz Republic approached the Government of the Russian Federation with a request to provide technical assistance in supplying the Kyrgyz Customs Service with vehicles for transporting service dogs and personal video recorders.
On behalf of the Government of the Russian Federation, the Federal Customs Service of Russia ensured the delivery of the requested vehicles and devices.
