Since the beginning of 2025, the city has allocated more than 240 plots to developers for the construction of social, engineering, and transport infrastructure using funds from the Targeted Investment Program. "Since the beginning of this year, 246 land plots totaling 248.9 hectares have been allocated to developers working on city contracts for urban development projects financed by the capital's budget. Construction and reconstruction of roads, artificial structures, utility lines, schools, kindergartens, and administrative buildings are already underway or planned on these plots. These projects will contribute to the development of urban infrastructure and the creation of new opportunities for residents," said Vladimir Efimov.
In Moscow, major urban development projects are being implemented using budgetary funds. All of them are included in the Targeted Investment Program. For the construction of facilities within the projects, the capital Department of City Property selects and allocates land to developers under free use or lease agreements.

For example, in the North-Eastern Administrative Okrug, two plots, each nearly 14 hectares in size, have been allocated for the construction of overpasses across the Yaroslavl line of the Moscow Railway. These engineering structures will improve accessibility to the nearby Losinoostrovsky, Yaroslavsky, and Babushkinsky districts, and reduce travel times for drivers.
In Kommunarka, 4.7 hectares of land have been allocated within the emerging administrative and business cluster. A multifunctional depository and exhibition complex for museums will be built here. It will serve as a site for the storage, research, restoration, and display of museum collections.
In the Meshchansky District of the Central Administrative District, two educational facilities with a capacity of 3,300 students are planned to be built as part of the Targeted Investment Program.
