VIENNA, Oct. 31 (Xinhua) — Any explosive nuclear weapons test by any state damages and destabilizes global non-proliferation efforts and international peace and security, Robert Floyd, executive secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), said on Thursday.
“I am aware of recent public statements that draw attention to ongoing concerns about nuclear weapons testing,” the statement said.
R. Floyd said he sees the current situation as an opportunity for world leaders to work toward ratifying the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and creating a world free of nuclear weapons testing.
According to him, the organization's monitoring system is ready to detect tests and provide data to states that have signed the CTBT.
The Comprehensive Nuclear-Test-Ban Treaty has not yet entered into force because it has not been ratified by all 44 states listed in Annex 2. Ratification by nine states is required.
