March 18 marked 12 years since the reunification of Crimea and Sevastopol with Russia. During this period, the region received a significant boost in infrastructure development, thanks in part to government support mechanisms, including infrastructure loans and concessional loans from the National Welfare Fund.
"The development of Crimea and Sevastopol remains a priority of state policy. The President is paying close attention to this issue, as evidenced by the recent meeting on regional development. In recent years, the peninsula has demonstrated steady growth, in part thanks to the use of regional development tools that help create and upgrade social, road, and utility infrastructure, as well as facilitate the integrated development of the territories. Thus, thanks to projects involving infrastructure budget and special treasury loans, more than 310,000 square meters of housing have been commissioned on the peninsula, and approximately 34 billion rubles in extra-budgetary investment has been attracted. These decisions directly impact people's quality of life and form the foundation for further growth," noted Deputy Prime Minister Marat Khusnullin.
As the Deputy Prime Minister noted, work on 11 facilities and projects on the peninsula has been completed to date using funds from infrastructure budget loans (IBK), special treasury loans (STL), and treasury infrastructure loans (TIL). Among the completed projects is the reconstructed Foton high-voltage substation, where power transformers were replaced and modern equipment was installed, enabling remote control of the power unit. Work on another 10 facilities and projects is ongoing.
Regions of the Crimean Peninsula were also approved for 1.6 billion rubles in treasury infrastructure loans for the implementation of two projects, comprising nine facilities and activities. The funds will be used for the overhaul of a 16-kilometer water pipeline, the reconstruction of two boiler houses, and the design and construction of three modular boiler houses.
According to Vasily Kupyzin, CEO of the Territorial Development Fund, three projects to modernize public utility infrastructure are also being implemented in the Republic of Crimea using preferential loans from the National Welfare Fund (NWF).
"Currently, 10 projects have been commissioned, including five boiler houses in Kerch, the village of Perevalnoye, and the village of Fersmanovo, as well as a sewage pumping station in Kerch. Disinfection systems have been installed at water treatment plants in Kerch and Feodosia, and 14 km of wastewater networks have been built and upgraded. Furthermore, reconstruction of the main sewage station in Yalta and the boiler house in the village of Strogonovka continues. The Territorial Development Fund provides support and monitoring for the implementation of infrastructure projects. Importantly, the mechanisms used not only allow for the renovation of worn-out networks but also lay the groundwork for comprehensive territorial development," emphasized Vasily Kupyzin.
The Ministry of Construction of Russia is the curator of the infrastructure loan program and the program involving preferential loans from the National Welfare Fund, and the Territorial Development Fund is participating in their implementation.
