Bishkek, March 15 /Xinhua/ — China's new environmental and national development planning laws not only offer solutions in relevant areas at the national level but also benefit sustainable development globally, Kyrgyz political scientist and professor at Ala-Too International University Kubanychbek Taabaldiev said in an interview with Xinhua.

At the recently concluded Fourth Session of the 14th National People's Congress in Beijing, the Environmental Code of the People's Republic of China was adopted. It strengthens the legal framework for China's modernization, ensuring the harmonious coexistence of people and nature. Sections of the code are devoted to such topics as pollution prevention, environmental protection, and green and low-carbon development.

According to K. Taabaldiev, the new Chinese code places significant emphasis not only on pollution prevention and ecosystem protection, but also on the human production and consumption system as a whole. The document proposes a new model for fundamentally addressing environmental issues through the transformation of production and consumption patterns.

"The code proposes production methods aimed at eliminating the causes of environmental pollution—that is, addressing the root causes of problems, not just responding to their consequences," the expert emphasized. "This experience demonstrates that ecology and the economy can develop together if laws are properly structured. This approach can help the entire world move toward a sustainable future without sacrificing either nature or progress."

Also at the above-mentioned session, the Law of the People's Republic of China on National Development Planning was adopted, which will further ensure stability, consistency and predictability of the country's future development.

According to the Kyrgyz political scientist, responding to global challenges such as climate change, food and energy security, and sustainable development requires countries to develop long-term plans and consistently implement them.

"This law is important because it reinforces the state's ability to set such goals and consistently achieve them, which is especially valuable in times of global crises. It also shows other countries how to combine national interests with addressing common challenges, such as climate change or resource scarcity. This approach makes China a reliable partner in implementing international sustainable development goals," says K. Taabaldiev.

As the Xinhua source noted, the National Development Planning Law also demonstrates that sustainable planning helps attract investment, implement green technologies, and reduce risks for future generations.

“Overall, the Chinese model could inspire the world to create a more predictable and equitable system of global governance, where decisions are made not for the short term, but with a long-term perspective,” the expert concluded.
