BEIJING, March 15 (Xinhua) — Xi Jinping, general secretary of the Communist Party of China Central Committee, will publish an article on promoting the high-quality development of the marine economy on Monday.

The article by Xi Jinping, also the President of the People's Republic of China and Chairman of the Central Military Commission, will be published in the 6th issue of the leading journal of the CPC Central Committee, Qiushi, in 2026.

The article states that China has a long history of maritime research and development. To advance China's modernization, it is essential to efficiently utilize marine resources, foster high-quality development of the maritime economy, and pursue a path with Chinese characteristics in exploiting marine resources to achieve national power.

The article calls for accelerating breakthroughs in key technologies to achieve a high level of marine scientific and technological self-sufficiency and self-improvement. It emphasizes the importance of promoting the transformation and modernization of traditional maritime industries, developing emerging maritime industries, and achieving a balanced development and protection of marine resources.

The article also stresses the need to actively participate in global ocean governance, promote the peaceful sharing of marine energy and resources, and resolutely safeguard China's territorial sovereignty and maritime rights and interests.

Specifically, the article outlines efforts in six areas: strengthening high-level design and policy support; enhancing the capacity for independent innovation in marine science and technology; building stronger, more competitive, and more scalable marine industries; improving overall planning for major bays; enhancing marine ecological protection; and deepening participation in global ocean governance.

China's marine economy will maintain a high level of development in 2025, according to data released by the Ministry of Natural Resources on Friday.
