BEIJING, March 15 (Xinhua) — China's central authorities have issued a series of guidelines aimed at upgrading the skills of social service professionals as part of a broader effort to improve public services and social governance.

According to the guidelines, China aims to achieve a more balanced structure and distribution of social work professionals and significantly improve their professionalization and qualification levels within about five years.

The country also aims to expand the pool of high-level talent and steadily increase the number of professional social work positions.

The tasks and standards for social work-related professions in various fields, such as neighbourhood management, rural management, youth work, social assistance, care of the elderly and child welfare, will be clarified.

Efforts will be made to improve professional classification in the field of social work and create new growth areas in the field of employment.

The guidelines also emphasize strengthening the training of existing social work professionals to enhance their professional competence, as well as improving the development of social work-related disciplines and programs in higher education institutions.
