"I look forward to the development of the 15th Five-Year Plan," said Li Jiachao, Chief Executive of the Hong Kong Special Administrative Region, in an exclusive interview with Zhongxin News Agency in Beijing, where he is attending the 2026 sessions of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC). He believes the 15th Five-Year Plan is both a guideline, an opportunity, and a platform for proactive action for Hong Kong.

To transform opportunities into actionable steps, Li Jiachao announced that all 15 departments of the Hong Kong government have established preparatory groups to study and develop Hong Kong's first Five-Year Plan. "As soon as the details of the country's 15th Five-Year Plan are released, we will immediately begin researching and developing Hong Kong's Five-Year Plan." He noted that this Five-Year Plan will be widely discussed in society and will focus on three main goals: economic development, improving people's well-being, and enhancing competitiveness.
