Bishkek, March 10 (Xinhua) — Amid unprecedented changes taking place in the world, China consistently acts as a defender and active participant in the formation of the international legal order, making a significant contribution to the development of global legal civilization and the improvement of the global governance system, becoming a significant factor in advancing the legal culture of humanity. This was stated by Chinese Ambassador to Kyrgyzstan Liu Jiangping in an opinion piece published on March 9 on the website of the Kyrgyz National News Agency Kabar.

"Since ancient times, China has followed the tradition of the rule of law. This foundation has given rise to a legal system that has absorbed a rich heritage of humanitarian thought, moral values, and legal principles and played a significant role in global legal history," the ambassador noted, emphasizing that since 2013, the construction of a socialist rule of law with Chinese characteristics has achieved significant historical results. China's legal system is broadly established and encompasses all major areas of public life.

According to Liu Jiangping, one of the key characteristics of Chinese legal culture is the harmonious combination of law-based governance and virtue. The modern socialist rule of law with Chinese characteristics also adheres to this principle.

"On the one hand, the law enshrines moral norms and promotes moral values in society, guiding people to respect goodness and strive for virtue. On the other hand, moral principles strengthen legal culture and encourage citizens to voluntarily comply with legal obligations, fostering an atmosphere of respect for the law in society," the Chinese diplomat noted.

Liu Jiangping noted that China's comprehensive law-based governance is based on the principle of "putting the people at the center." In 2020, the Civil Code of the People's Republic of China, which covers virtually all aspects of citizens' lives, was adopted and entered into force. It not only strengthens human rights protection and promotes stronger family relationships, but also enhances the effectiveness of social governance.

China is also consistently strengthening law enforcement and judicial oversight in key areas directly affecting the vital interests of the population. Particular attention is paid to environmental protection, food safety, improving transportation systems, and maintaining public order. A systematic fight against organized crime and criminal networks is underway, improving security in cities and rural areas and making people's lives more peaceful and prosperous.

At the same time, the ambassador emphasized that the development of China's legal system in foreign relations demonstrates the country's responsibility as a major global power. "As China's integration into the global economy deepens, the need to improve legislation regulating international cooperation and foreign economic relations grows," she stated.

In recent years, China has consistently improved both its domestic legislation and the legal framework governing foreign relations, continually developing its system of laws and regulations related to foreign affairs, and enhancing the efficiency of its judicial review of cases involving foreign elements. "These measures are aimed at supporting the country's high-quality opening to the outside world and have received wide recognition from the international community," Liu Jiangping stated.

Legislation such as the Foreign Investment Law and the Regulations on Optimizing the Business Environment have been adopted. These documents ensure equal legal protection for domestically and foreign-invested enterprises and create a favorable environment for entrepreneurship and investment. China has also consistently strengthened intellectual property rights protection and acceded to virtually all major international treaties in this area.

Liu Jiangping noted that China consistently advocates for the protection of an international order based on international law. "China consistently advocates fairness in resolving major international and regional issues, opposes hegemonism and power politics, as well as double standards and the selective application of international law," she said, adding that China seeks to unite the efforts of countries in the Global South through collective action and innovative approaches, actively participates in the development of international rules, and promotes the democratization of international relations.

The Chinese ambassador noted that cooperation in security and law enforcement is an important component of Chinese-Kyrgyz relations and plays a significant role in strengthening cooperation between the two countries.

"Under these new circumstances, the Chinese side is ready to work with the Kyrgyz side to intensify mutual visits at various levels, strengthen the joint fight against the 'three evil forces'—terrorism, extremism, and separatism—as well as transnational organized crime, expand the exchange of experiences, and deepen cooperation within multilateral platforms such as the Shanghai Cooperation Organization and the China-Central Asia mechanism, which will contribute to the formation of a Chinese-Kyrgyz community with a shared future," concluded the head of the Chinese diplomatic mission in Kyrgyzstan.
