BEIJING, March 10 (Xinhua) — Members of the delegation of the People's Liberation Army (PLA) and the People's Armed Police Force (PAP) attending the Fourth Session of the 14th National People's Congress (NPC) studied and discussed Xi Jinping's speech at the delegation's plenary session, delegation spokesman Zhang Xiaogang said on Tuesday.
Zhang Xiaogang stated that the speech by General Secretary of the CPC Central Committee, Chairman of the People's Republic of China, and Chairman of the Central Military Commission Xi Jinping will further enrich and develop the strategy for political construction of the army in the new era.
Attending the plenary session held last Saturday, Xi Jinping stressed the importance of fully utilizing the unique advantages of political military construction and called for joint efforts to steadily and sustainably advance the modernization of national defense and the armed forces.
Zhang Xiaogang said that deputies from the PLA and the People's Armed Police Force of China pledged to implement the system of responsibility of the Chairman of the Central Military Commission, continue to deepen political order, comprehensively strengthen military education and combat training, and join forces to promote high-quality development.
Regarding the priority areas of work on modernizing national defense and the armed forces, Zhang Xiaogang said that efforts will be focused on strengthening political guidance to deepen political order, intensifying the effective provision of advanced combat power, activating military governance with an emphasis on improving the systems and mechanisms for leading and managing the people's army, as well as strengthening the integrated national strategic system and building up relevant capabilities.
ON THE QUESTION OF THE DEFENSE BUDGET
The amount of funds allocated to national defense in the general state budget for 2026 is expected to increase by 6.9 percent compared to the previous year's actual expenditures. Of this amount, national defense expenditures from the central government budget are expected to increase by 7 percent.
Zhang Xiaogang named four priority areas for increasing the defense budget this year.
He stated that the budget increase would be aimed at promoting the integrated development of the army through mechanization, informatization and the introduction of intelligent technologies.
The funds will be used to optimize the joint operations system and strengthen the development of advanced combat capabilities.
The expenditure will also be used to accelerate the development of advanced weapons and equipment, scientific and technological innovation in the field of national defense, promote the construction of a modern rear service, as well as consistently deepen political order and thoroughly advance military training in conditions of simulating real combat operations.
FIGHT FORCES STRIVING FOR “TAIWAN INDEPENDENCE” AND OPPOSE INTERFERENCE BY FOREIGN FORCES
According to Zhang Xiaogang, the Chinese armed forces will resolutely combat separatist forces seeking "Taiwan independence" and oppose interference from external forces.
“We will demonstrate the deepest sincerity and make every effort to achieve the peaceful reunification of the Motherland, while at the same time we will under no circumstances promise to renounce the use of force,” he said.
The People's Liberation Army (PLA) will thoroughly strengthen its military training and combat preparation to enhance its ability to win, resolutely suppress any secessionist activities aimed at "Taiwan independence" or external interference, and firmly safeguard peace and stability in the Taiwan Strait region, he added. -0-
