In 2025, traffic light data began being transmitted to navigation services—a unique practice for Russia and Europe. Furthermore, a video analytics system has been integrated with this data, recognizing trams on the road and giving them priority," the Moscow Mayor noted.

This innovation allows public transport to pass traffic lights up to 20 percent faster. The cameras are equipped with a virtual recognition zone to detect trams, as well as virtual loops to record their presence at a specific point at a specific time. Traffic lights with video analytics are being installed at all intersections along the route used by Russia's first autonomous trams, operating without overhead wires.
Plans for 2026 include increasing the share of smart traffic lights to 80 percent (an additional 6,700 such devices, for a total of over 53,000) and launching the world's first pilot project to manage traffic in an entire microdistrict (in Tushino) using artificial intelligence.
Road safety
Thanks to the construction of new roads and other road infrastructure development measures, the average traffic speed during morning and evening rush hours in the capital has increased more than 1.5 times compared to 2011, while average travel time has decreased by more than a third. By 2025, traffic congestion was at its lowest.
Road safety in the capital is steadily improving. Compared to 2024, the number of accidents with injuries has decreased by nine percent, and the number of fatalities in accidents has decreased by 15 percent.
“The level of road safety is also increasing thanks to the improvement
pedestrian crossings", changing speed limits, installing new traffic lights and speed cameras. Last year, approximately 700 such measures were carried out," the Moscow Mayor added.
Parking space
Last year, the city created over 52,000 parking spaces in the resident permit zone and 45 new barrier-operated parking lots with 4,900 spaces. Furthermore, parking was streamlined at 860 addresses and dynamic tariff zones were expanded, applying to an additional 58 new areas (over 2,600 spaces).
Today, over 95 percent of drivers in Moscow pay for parking through the "Parking Russia" app. It has been downloaded over 12 million times, and the number of active users has reached 2.7 million. In addition to Moscow, the service is available in St. Petersburg, the Moscow region, and Kislovodsk.
Last year, over a thousand courtyards in the capital were improved using funds from street parking fees (10.2 billion rubles).
This year, work is planned to continue on streamlining parking spaces to provide parking priority to local residents.
