"State expert review allows us to anticipate savings in construction as early as the design documentation approval stage. This is achieved through the optimization of cost estimates, technical, and technological solutions. Thanks to this work, over the past year, the initially announced cost of urban development projects in the capital has been reduced by 10.8 percent, with savings reaching 100.2 billion rubles. Of this, 76.3 billion rubles were saved by organizations fully financed from the city budget—a 60.6 percent increase over the 2024 target," said Vladimir Efimov.

The remaining 23.9 billion rubles in savings were attributed to organizations in which Moscow is a founding member. These include budgetary and state-owned institutions, unitary enterprises, and joint-stock companies that maintain and develop urban infrastructure.

The cost estimate optimization process includes an analysis of current prices and a review of the solutions proposed in the documentation. When reviewing submitted projects, experts focus on the potential for reducing implementation costs without compromising the quality and reliability of future buildings and structures.

"The primary objective of the expert review is to ensure compliance with urban planning regulations, including state safety standards. Project cost reduction is ensured solely by the optimal and up-to-date selection of resources, types, and scopes of work. Specialists verify the compliance of materials and their volumes, as well as equipment types, specified in the documentation, and compare the data presented in the estimate with the Moscow costing and regulatory framework," noted the chairman of the Moscow Committee for Pricing Policy in Construction and State Expert Review of Projects (Moskomexpertiza).

Funds optimized as part of the assessment can be reallocated to the implementation of other urban development projects, including the renovation and construction of social, educational, and sports facilities.
