There are over 919,000 registered small and medium-sized businesses in Moscow. These businesses employ over 3.7 million people—one in three people employed in the city. In 2025, under Federal Law No. 44 "On the Procurement of Products for State Needs," the Moscow Government concluded 268,300 contracts with small businesses across Russia. This represents almost three-quarters of the city's total government contracts.

Last year, the largest number of contracts—48,600—were for medical products and pharmaceuticals. Construction goods (22,700 contracts) and household goods, including home appliances (20,900) came in second and third.

In addition, the city actively purchased educational services (20.1 thousand contracts), information technology products, communications equipment, office equipment and electronics (13.5 thousand) from small businesses.

Almost 60 percent of contracts were awarded to Moscow-based entrepreneurs, while the remainder were awarded to regional suppliers. Among the most active procurement participants were small businesses from the Moscow, Sverdlovsk, Nizhny Novgorod, and Vladimir regions, as well as from St. Petersburg.

Starting in 2022, all Moscow-based procurements worth up to 20 million rubles will be made exclusively to small businesses. This measure was introduced as additional support for small businesses.

Here, schools, kindergartens, clinics, and other institutions purchase essential products through small-volume procurement. Over 90 percent of all suppliers on the portal are small and medium-sized businesses. Last year, a service for streamlining procurement documentation was launched on the portal. Artificial intelligence generates contract summaries, helping entrepreneurs quickly assess the key details of a procurement and decide whether to participate.

Every day onplatform On average, around 800 bidding sessions are published. The service automatically generates a summary for each one. On average, seven entrepreneurs participate in each mini-auction, and the starting bid price is reduced by 14 percent.

Its guarantees cover up to 70 percent of a business's liabilities, and the maximum guarantee amount reaches 100 million rubles.
