Gao Ya, born in 1990, is a member of the 14th National People's Congress. Since taking over as Party Secretary of Qitang Village, Santangjie Township, Taojiang County, Yiyang City, Hunan Province, in 2020, she has led the village, which once had a weak collective economy, onto a path to prosperity through industrial development. The village's annual net income has increased from 50,000 yuan in 2021 to over 400,000 yuan in 2025.
Chitang Village is traditionally a grain and oilseed growing area. After Gao Ya took office, she began developing the village's camellia oleifera production. In 2021, a vegetable oil processing plant was built, and that same year, the village's collective farming income reached 237,000 yuan.
Gao Ya points out that rapeseed oil and camellia oil have now become the specific industries of Chitang Village, and a complete industrial chain has been formed, from cultivation and processing to marketing.
Once the industry took shape, the key question became how to attract and retain people. Gao Ya began encouraging and supporting young people working away from home to return to their home villages to pursue entrepreneurship.
Liu Feng was born in the 1980s to a poor family that had just risen from poverty. With Gao Ya's encouragement and support, he returned to his home village and established a rapeseed cooperative, which five farm households joined.
As an NPC deputy, Gao Ya constantly engages with the public, gathers information on public needs, and communicates the views of ordinary people to higher authorities. During her three years as a deputy, she has submitted a total of 19 proposals, many of which relate to the development of her homeland and the improvement of people's lives.
