Deputy Prime Minister Dmitry Patrushev held the first meeting of the year regarding Incident No. 55, "Wastewater Treatment Facilities." The meeting summarized the past year's work and outlined plans for 2026. The event was attended by Minister of Natural Resources and Environment Alexander Kozlov, senior officials from the Ministry of Construction, Rosprirodnadzor, State Duma deputies, and regional governors.
"Currently, 134 treatment facilities have been commissioned. Of these, 12 are scheduled for completion in 2025. The plan for 2026 is to complete construction of six more facilities. Regarding wastewater treatment standards, 40 facilities have achieved the required level since the beginning of 2025. I would like to commend the Republic of Tatarstan and the Vologda Region, which have ensured that all their treatment facilities meet the standards," said Dmitry Patrushev.
The Deputy Prime Minister reported that, in accordance with his instructions, reviews of best practices for wastewater treatment facility construction have been compiled and posted on the websites of the Ministry of Natural Resources and the Ministry of Construction, manufacturers of high-quality equipment have been listed, and a list of reputable design and construction organizations has been provided.
Dmitry Patrushev also discussed new monitoring capabilities during an incident. These include monitoring construction via online cameras and sending alerts via chatbot messages in the event of deviations from approved roadmaps. Regional leaders will receive such notifications on a weekly basis.
The Deputy Prime Minister noted that construction of a number of treatment facilities is planned for this year as part of the federal project "Water of Russia." These facilities will also be monitored at the site of the incident. Dmitry Patrushev ordered the installation of live cameras at all new facilities and the expansion of the list of regions involved in the incident.
Following the meeting, the Deputy Prime Minister set the goal of continuing the practice of on-site seminars to share experiences among those involved in the incident. Such events have already taken place in the Republic of Tatarstan and the Nizhny Novgorod Region.
Incident No. 55 "Wastewater Treatment Facilities" was established on June 15, 2024, to coordinate the construction and reconstruction of wastewater treatment facilities implemented as part of the national "Ecology" project, as well as to ensure the operation of these facilities and the achievement of regulatory wastewater treatment parameters. Work is currently under consideration at 145 facilities in 19 regions.
When working in an incident format, a special project management system deployed within the Government Coordination Center is used. It allows for the prompt coordination of participants' actions and real-time monitoring of project implementation.
