In 2026, 95 clusters from 43 Russian regions will join the federal "Professionalism" project of the national "Youth and Children" project. They will train specialists in 20 sectors in demand by the country's economy. This was announced by Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov.

"The 'Professionality' federal project allows us to build a system in which specialist training is tailored to the needs of enterprises. Our President, Vladimir Vladimirovich Putin, has called personnel issues fundamental to the country's development. The creation of new 'Professionality' clusters within the framework of the 'Youth and Children' national project is a direct investment in Russia's future. Currently, 506 clusters in 86 regions cover 24 key economic sectors. An additional 95 clusters from 43 Russian regions are expected to join the 'Professionality' project in 2026," emphasized Dmitry Chernyshenko.

As part of the "Professionality" program, employers participate in the development of training programs, provide modern equipment and mentors, and graduates enter production with real competencies and a readiness to begin work immediately.

Clusters will be opened in the following industries: agriculture (14), mechanical engineering (11), transport industry (9), construction industry (8), education (6), mining industry, information technology, light industry, fuel and energy complex, chemical industry (5 clusters each), clinical and preventive medicine, metallurgy, tourism and services (4 clusters each), electrical industry (3), radio electronics (2), rail transport, robotics industry, art and creative industry, electronics industry, forestry industry (one cluster each).

Education Minister Sergei Kravtsov clarified that the presentations of the activity plans for the "Professionality" clusters opening in 2026 and their operational strategies for 2026–2028 will be held in Kaluga on February 26 and 27 at the Federal Technopark for Professional Education. This event will help identify growth areas and areas for improving the clusters' performance.

"The 'Professionalism' project has become a systemic mechanism for transforming secondary vocational education. Thanks to the project, modern workshops are being created in colleges and technical schools, curricula are being updated, and training periods are being shortened. This model of training specialists tailored to specific employer needs has proven itself to be highly effective. Professionalism is legally enshrined as a new form of educational activity, which requires employer participation in the management of educational institutions and the organization of educational activities. From September 1, 2026, all colleges and technical schools across the country will be able to implement it," stated Sergey Kravtsov.

The federal project "Professionalism" was launched in 2022 and aims to align the personnel needs of enterprises with the capabilities of the secondary vocational education system.

The project is being implemented by the Ministry of Education. The federal operator is the Institute for the Development of Professional Education.
