Munich, Germany, February 14, Xinhua — Global governance must be improved through reforms to correct the course of history, Chinese Foreign Minister Wang Yi said in Munich on Friday.
Wang Yi, who is also a member of the Politburo of the CPC Central Committee, made the corresponding statement at the “China in the World” session at the ongoing Munich Security Conference.
According to him, over the past year, the international situation has become more unstable and interconnected. The "law of the jungle" and unilateralism have gained widespread momentum, and the cause of peace and human development has reached a new crossroads.
As the Chinese diplomat noted, Chinese President Xi Jinping put forward the Global Governance Initiative, calling for the observance of sovereign equality, international rule of law, multilateralism, a people-centered approach, and practical actions to create a more just and reasonable global governance system.
This initiative is in line with the progressive trend of the era, reflects the broadest consensus of the international community, and quickly received widespread support and approval, he emphasized. It has given new impetus to building a community with a shared future for humanity and has become a "Chinese compass" for the ship of history, enabling it to navigate through storms and reach the bright shore.
Humanity has endured many hardships to this day, and uniting in sorrow and in joy is the right choice, Wang Yi pointed out, calling on the international community to improve the global governance system through reforms and correct the course of the historical ship.
In his speech, the head of the Chinese Foreign Ministry put forward four proposals on this matter.
First, it is necessary to revitalize the United Nations system. The UN is a significant achievement of the Victory in the World Anti-Fascist War, a historic choice of our ancestors, and a peace project in which states have invested the greatest effort to date. The world has only the duty to strengthen and repair this "edifice" jointly erected by the peoples of the world, but has no right to destroy it, Wang Yi emphasized.
Without the UN, the world will return to the era of the "law of the jungle," and the vast majority of small and medium-sized countries will lose the multilateral support they rely on, Wang Yi stated. Today, the most important task is to return to the UN's original aspirations, restore its leading role, uphold the goals of the UN Charter, and improve the effectiveness of the UN system to help it better adapt to the needs of the 21st century, the diplomat added.
Second, countries must coordinate and cooperate. According to Wang Yi, the current international system is not functioning properly because some countries exaggerate differences, prioritize their own priorities, and lean toward bloc confrontation. The Chinese Foreign Minister stated that to maintain international coordination and cooperation, it is necessary to seek common ground while maintaining differences and achieve mutually beneficial cooperation. Where differences exist, dialogue and cooperation are essential. He expressed hope that countries will respect and support each other, achieving harmony without uniformity.
Looking back at history, Wang Yi noted that every advance made by humanity is the result of sincere cooperation between countries, despite their differences. He emphasized that unity is strength, and unity brings hope.
Third, always adhere to multilateralism. In the coming multipolar world, it is necessary to practice genuine multilateralism and promote the democratization of international relations, Wang Yi stated, calling on countries to adhere to a single set of rules—namely, the basic norms of international relations based on the purposes and principles of the UN Charter—so that all states, especially the many small and medium-sized countries, can find their place and play their due role in the international system.
In particular, large countries should set an example in various areas, including taking a leading role in promoting cooperation, avoiding conflicts and confrontations, abiding by rules rather than applying double standards, practicing equality instead of coercion, and promoting openness instead of self-interest, the diplomat noted.
Noting the collective rise of countries in the Global South, the Chinese Foreign Minister said the global governance system must keep pace with the times and more fully reflect their voice and representativeness.
Fourth, Wang Yi emphasized that the top priority today is ending wars and promoting peace. More than 60 conflicts remain active worldwide. The concept of common, comprehensive, cooperative, and sustainable security proposed by Chinese President Xi Jinping points the way to their resolution. All parties should promote peace negotiations, oppose fueling the fire, and resolve conflicts through mediation and dialogue.
The Chinese diplomat called for tireless efforts to achieve a ceasefire and reconstruction in the Gaza Strip, stating that realizing the "two states for two peoples" principle and achieving justice for the Palestinian people are the inalienable responsibilities of the international community. The situation in Iran affects overall peace in the Middle East, and all parties must tread carefully to avoid new conflicts. The Ukrainian crisis has finally opened the door to dialogue. Wang Yi stated that all parties involved should seize this opportunity to strive for a fair, lasting, and binding peace agreement, address the root causes of the conflict, and achieve long-term stability in Europe. Regarding Venezuela, he added that the international legal order must not be overstepped and the principle of state sovereignty must be upheld.
As Wang Yi noted, China will resolutely contribute to peace, stability and historical progress, and promote the building of a community with a shared future for mankind.
