On February 5, the 57th "Statistical Report on China's Internet Development" (hereinafter referred to as the "Report") was published in Beijing. According to the report, as of December 2025, the number of internet users in China reached 1.125 billion, and the internet penetration rate exceeded 80%. This means that the benefits of digital development have become accessible to a wider segment of the population.
In the mobile network sector, 4.838 million 5G base stations have been deployed. All urban settlements and 95% of administrative villages in the country are covered by 5G, with 5G Advanced networks already covering more than 330 cities.
As of December 2025, the number of generative AI users reached 602 million, a 141.7% increase compared to the end of 2024. The penetration rate was 42.8%, an increase of 25.2 percentage points compared to the same period last year. Generative AI is accelerating integration into everyday life and production, becoming a key driver of the digital and intelligent transformation of society.
During the 14th Five-Year Plan period (2021-2025), China's digital consumption market retained its global leadership. From January to November 2025, total digital consumption reached 17.92 trillion yuan. Furthermore, the level of digitalization and intelligentization of offline service consumption has significantly increased. Digital support services such as digital food ordering, intelligent tour guides, and other solutions provide convenient interactive experiences and can reach and influence non-internet-based consumer groups, deepening the connective value of the internet.
At the same time, China is actively promoting the deep integration of digital technologies and public services. As of December 2025, the number of users of online government services, online medicine, and online education reached 940 million, 411 million, and 327 million, respectively.
