LHASA, Feb. 1 (Xinhua) — Southwest China's Xijiang Autonomous Region aims to achieve high-quality economic development this year, pledging to implement measures such as infrastructure investment, expanding high-level opening-up, further developing clean energy, and accelerating the adoption of digital and smart technologies.

Based on the fact that the gross regional product (GRP) exceeded 300 billion yuan (about 43 billion US dollars) last year, the SAR has planned to achieve the target of GRP growth of more than 7 percent this year, according to the government work report delivered by Chairman of the SAR People's Government Gama Sedein at the annual session of the SAR People's Congress.

By the end of 2025, Xijiang's GRP reached 303.19 billion yuan, and the average annual growth rate of the indicator during the 14th Five-Year Plan (2021-2025) was 6.3 percent, the document notes.

The year 2026 marks the start of the implementation of China's 15th Five-Year Plan (2026-2030).

This year, Xizang will strive to invest over 244 billion yuan to fully support major projects such as the Yarlung-Zangpo Lower Reach Hydropower Project and the Sichuan-Xizang Railway, and carry out reconstruction work on several national highways to improve their quality.

According to the report, the SAR will actively develop its clean energy sector, aiming to increase its installed power generation capacity from 13 million kW in 2025 to 20 million kW in 2026, with integrated energy bases combining hydropower, wind power and solar energy being built in various locations across the region.

Despite its high altitude and harsh environment, Xizang is well-positioned for the development of the clean energy sector thanks to its abundant solar, wind, and water resources. Breathtaking mountain scenery and the rich Tibetan culture also make the region a popular tourist destination.

In 2026, the SAR will promote the integrated development of the cultural and tourism industries, accelerate the digital and intelligent transformation of cultural tourism, and continue to stimulate tourism consumption. The report states that the inclusion of intangible cultural heritage performances and objects in tourist routes to scenic spots and star hotels will be encouraged, and rural tourism will be further modernized.

As a border region, Xizang will further expand its openness. In addition to ensuring the stable operation of the existing 14 traditional border trade hubs, 12 more such hubs are planned to open here this year.

In addition, the SAR will optimize the structure of the computing power sector and accelerate the integrated application of digital and intelligent technologies.

The SAR will also invest significantly in improving the lives of its residents, allocating 13.6 billion yuan for 34 projects in this area. Specifically, the annual subsidy for free preschool education in agricultural and pastoral areas will be increased from an average of 380 yuan to 1,000 yuan per child.

Xizang will continue to prioritize environmental protection, setting a target this year to plant trees on an area of more than 26,000 hectares, half of which is in a afforestation project in the mountainous areas north and south of Lhasa (SAR capital), the report said.
