Beijing, January 27 (Xinhua) — As a leading arena for international exchanges and a hub for scientific and technological innovation, Beijing is poised to further intensify cooperation with other countries. Against this backdrop, the city will lay the foundation stone for a high-standard China-SCO Artificial Intelligence Cooperation Center in 2026.
This was announced on Tuesday at a press conference on the topic of "Interpretation of Beijing's National Economic and Social Development Program for the 15th Five-Year Plan," which was held on the sidelines of the 4th session of the 16th Beijing People's Congress, the online news portal chinanews.com.cn reported.
The plan to establish the aforementioned center was announced in May 2025 in Tianjin, China, at the China-SCO Forum on AI Cooperation. According to the document, China invites Shanghai Cooperation Organization (SCO) countries to jointly establish the center, which will focus on areas such as creating high-quality datasets and text corpora to facilitate secure and orderly cross-border data flow; providing public services such as data and model sharing; establishing a mechanism for mutual recognition of standards; and forming a green channel for connecting supply and demand in the AI industry.
As announced at a recent press conference, during the 15th Five-Year Plan period (2026-2030), Beijing will focus on creating a global stronghold for AI innovation and facilitate the entry of local AI enterprises' technologies, products, and services into the overseas market.
Specifically, according to the planned program, in 2026, Beijing, in addition to establishing the aforementioned center, will also prepare for the establishment of the AI Industry Union within the framework of the Belt and Road Initiative, hold the Forum on International Cooperation in Artificial Intelligence, and the next Zhongguancun Forum, which was founded in 2007 with a consistent focus on innovation and development.
According to official data, by 2025, the value of key AI-related industries in Beijing is expected to reach 450 billion yuan (approximately $64 billion), and the number of AI enterprises registered there will exceed 2,500. Both figures account for almost half of the national total.
According to the action plan to build a stronghold for AI innovation, released in January 2026, Beijing aims to increase the scale of key AI-related industries to over 1 trillion yuan within the next two years. -0-
