Access to some social infrastructure facilities in the region is currently restricted, including 17 kindergartens and 14 schools.

To expedite the cyclone cleanup effort, at the request of Yuri Trutnev, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District, Primorye, Sakhalin, and Moscow have provided snow removal equipment. The Ministry of Civil Defense, Emergencies, and Disaster Relief (EMERCOM of Russia) has provided an Il-76 aircraft to transport the specialized equipment, which has already delivered the first equipment to Kamchatka.

However, some of the heavy equipment, due to its size, cannot be transported on the Il-76. Therefore, Yuri Trutnev approached the Ministry of Defense with a request to allocate an An-124 Ruslan aircraft. Defense Minister Andrei Belousov assured Yuri Trutnev that the necessary aircraft would be provided.
