Gaza, Jan. 21 (Xinhua) — Hamas on Tuesday called on the international community to take effective action to compel Israel to immediately and completely stop "ongoing violations" of the ceasefire agreement in the Gaza Strip.

This is stated in the political memorandum presented to the mediators (Egypt, Qatar and Turkey), as well as the guarantor parties and international organizations on the occasion of the 100th day of the entry into force of the ceasefire agreement of October 10, 2025.

In the document, Hamas reaffirmed its full commitment to the agreement reached and described it as a binding framework aimed at “ending the bloodshed and not serving as political cover for continuing aggression or reproducing genocidal policies.”

Since the ceasefire agreement took effect, 483 Palestinians have been killed in Gaza, including 169 children, 64 women, 191 male civilians, and 39 members of Palestinian groups, the memorandum states. According to Hamas, 96.3 percent of the killings occurred in areas designated as protected by the ceasefire.

The memorandum notes that Israel committed 1,298 violations of the agreement, including 428 shootings, 66 incursions of military equipment into ceasefire zones, and 604 air and artillery strikes on populated civilian areas.

Hamas also accused Israel of "strangling" Gaza's healthcare sector by blocking the delivery of vital medicines and reconstruction materials. It also noted that Israel is failing to ensure a consistent flow of humanitarian aid by manipulating the number of trucks entering the enclave.

Hamas called for the implementation of the first phase of the agreement and an immediate transition to the second, which includes a complete Israeli withdrawal from Gaza.

Israel must be compelled to adhere to the agreed withdrawal lines and a neutral international mechanism for monitoring the ceasefire and the delivery of aid must be established on the ground, the memorandum emphasizes.

Hamas also demanded the daily dispatch of 600 trucks carrying humanitarian aid, including 50 carrying fuel, under international supervision, and the UN's unrestricted operation. The document also called for pressure on Israel to immediately open the Rafah crossing to the entry of medical supplies, housing construction materials, and equipment needed for reconstruction.

The movement demanded that Israel be forced to reveal the fate of all detainees, release women and children, and return the detained bodies.

The 15-member Palestinian technocratic committee created to temporarily govern post-war Gaza officially began its work in Cairo on Friday.

On Tuesday, the Israeli newspaper Haaretz reported that Israel is blocking the committee's entry into Gaza, leaving the technocrats uncertain when and how they will be able to begin carrying out their tasks on the ground. –0–
