BEIJING, January 21 (Xinhua) — China will strengthen coordination between policymaking, public services, and labor market monitoring in 2026 to ensure overall employment stability, Minister of Human Resources and Social Security Wang Xiaoping said.

Facing a complex and volatile international environment and the daunting challenges of reform and development, this year will be crucial to accelerate the creation of a job-friendly development model by strengthening the coordination of fiscal, monetary, industrial and employment policies, she said in an interview with Xinhua.

According to her, the employment situation in China is generally assessed as stable in 2025. Last year, 12.67 million new jobs were created in the country's cities and towns, and the average unemployment rate was 5.2 percent.

To stabilize existing jobs, the Chinese authorities will make full use of support measures such as reimbursing enterprises' unemployment insurance premiums for maintaining jobs, reducing tax payments, and continuing to gradually reduce unemployment insurance and occupational injury insurance premium rates.

At the same time, China will strive to create more jobs in emerging and future industries, Wang Xiaoping added, emphasizing that authorities will pay more attention to sectors related to elderly and child care, which play an equally important role in promoting employment.

Specific groups of the population, including university graduates and migrant workers, will be provided with targeted policy support to facilitate their employment.

According to Wang Xiaoping, vocational training will become another important focus in 2026. The rapid development of new productive forces, a modern industrial system, and technological transformation are increasing the demands on worker qualifications, she added.

To address these issues, China has launched large-scale vocational training programs across the country. Since last year, more than 11 million people have been enrolled in government-subsidized training programs.

She also emphasized the growing role of flexible and new forms of employment in promoting employment, noting that the country will support workers engaged in flexible and new forms of employment to join the workers' pension insurance so that they can enjoy better social security, and will expand the pilot occupational injury protection program nationwide to cover more such workers.
