BEIJING, Jan. 19 (Xinhua) — The Supreme People's Court (SPC) of China emphasized the need to strengthen the legal and comprehensive fight against new types of crimes by toughening administrative and criminal penalties at the national meeting of chief justices of the highest courts held in Beijing on Monday.
As the agency noted, crimes committed using online information technologies, especially artificial intelligence, are often characterized by greater secrecy, pronounced malicious intent, and significant social harm, and such crimes should be punished to the fullest extent of the law to promote justice.
Regarding crimes committed by "high-tech" criminal groups or by coordinating criminal activities online, the Supreme Council of People's Commissars (SPC) pointed out that courts should not only punish these crimes to the fullest extent of the law, but also expose the methods, nature, and harm of such crimes by conducting educational and preventive work in society.
According to the Supreme People's Commissariat, the overall number of criminal offenses is currently declining, with the number of serious crimes decreasing and the number of minor offenses increasing. The agency noted that criminal justice policy should become more targeted.
The courts must remain firm in imposing severe penalties for crimes that pose a serious threat to national security and social stability, challenge legal and ethical norms, or cause strong public discontent, the Supreme People's Assembly emphasized.
As for minor crimes, for which the law establishes more lenient punishments, in this case the Supreme People's Assembly called for a focus on re-educating criminals and eliminating the root causes of their actions.
The meeting noted that in 2025, the trend of increasing juvenile crime was effectively contained.
In criminal proceedings, the Supreme People's Assembly emphasized, attention must be paid to strengthening the protection of the civil and administrative rights and interests of minors, and in civil and administrative proceedings, to the timely elimination of negative factors that can contribute to juvenile delinquency and crime. Bringing minors to justice must be combined with comprehensive social work to protect them. It is necessary to deepen and strengthen work in areas such as family guidance, recommendations for specialized education, and the prevention and suppression of bullying in schools to improve the effectiveness of comprehensive protection for minors, the agency added.
