Competitive selections for the federal "Zemsky Teacher" program have concluded in Russian regions, filling all 2025 vacancies. This was announced by Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov.
"As our President, Vladimir Vladimirovich Putin, has noted, education, its accessibility and quality, are key factors, the foundation of Russia's long-term development success. To ensure equal access to education and attract teachers to small towns and villages, the federal program, 'Zemsky Teacher,' is being implemented as part of the 'Youth and Children' national project. Following the 2025 competitive selection process, all vacancies were filled, and nearly 600 million rubles were allocated from the federal budget for these purposes. This year, the number of positions and funding for the program have doubled, reaching 1,216 vacancies and over 1.18 billion rubles. I thank all the zemsky teachers for their decision to change their lives, relocate, and take up such important work—educating our children," the Deputy Prime Minister noted.
He also emphasized the importance of providing support to teachers during relocation from the regions.
The primary support measure for teachers participating in the "Zemsky Teacher" program is a one-time payment of 1 million rubles (2 million rubles in the Donetsk and Luhansk People's Republics, Zaporizhia and Kherson Oblasts, and regions of the Far Eastern Federal District). Teachers can use this money for any purpose, including improving their housing conditions.

The program is in high demand among teachers; all 599 vacancies in 79 regions of the country planned for 2025 have now been filled. The federal program "Zemsky Teacher" is being implemented as part of the national project "Youth and Children." It was launched in 2020. Its key goal is to provide teaching staff to educational institutions located in rural areas, workers' settlements, urban-type settlements, or cities with populations of up to 50,000, as well as in closed administrative-territorial entities, regardless of population size.
In 2025, a total of 599 vacant positions were opened for program participants in 79 constituent entities of the Russian Federation. As of December 30, 2025, employment contracts had been signed for all vacancies, and one-time compensation payments had been made.
