The government continues its systematic work to improve communities across the country, including small towns and historic settlements, through the All-Russian Competition for the Best Projects to Create a Comfortable Urban Environment. This work is being carried out at the direction of President Vladimir Putin as part of the "Infrastructure for Life" national project, announced Deputy Prime Minister Marat Khusnullin.
"The All-Russian competition for the best projects to create a comfortable urban environment has proven itself to be an effective tool for developing small communities. Importantly, this process involves residents and the professional community. Thus, the competition helps create the very places people need. Since 2019, over 1,100 winning projects have been implemented, and this work continues. The 1,000th project was the "Energy of Sports" space in Ruzayevka, Republic of Mordovia, which was selected and designed with the direct participation of citizens. Over 2,000 people voted in favor of transforming a former wasteland. Each such project changes people's lives for the better, creating new opportunities for recreation, sports, and socializing, while also stimulating local economic development. A total of 1,609 projects were selected during the competition: 679 parks, 301 embankments, 262 squares, 367 streets, and pedestrian areas," said Marat Khusnullin.
These facilities harmoniously combine modern comfort with the historical and cultural character of their territories, becoming centers of attraction and drivers of development.
"In 2025, to develop the federal project 'Formation of a Comfortable Urban Environment' of the national project 'Infrastructure for Life,' we expanded the opportunities for regions to participate in the all-Russian competition for improvement projects. Now, settlements with a population of up to 300,000 people are eligible, including rural settlements that are core areas, as well as historical settlements that are the administrative centers of constituent entities of the Russian Federation. This has significantly expanded the project's geographic scope. The competition actively encourages the attraction of extra-budgetary funding in the regions – from 5 to 25%, which contributes to the development of local project teams and their competencies. The implementation of the competition projects has created 26,730 new jobs and 6,088 commercial and entrepreneurial facilities. Our shared goal is to maintain the project's momentum and the achieved pace, ensuring that small towns are not left out of large-scale transformations, but become a pillar of the country's future. By 2030, it is planned to implement more than “1,600 winning projects,” said Minister of Construction and Housing and Public Utilities Irek Fayzullin.
Federal executive bodies, the Federation Council, the State Duma, as well as representatives of the expert community, architects, and urbanists, participate in the national competition's awards ceremony. The awards ceremony for the winners takes place annually at the All-Russian Forum "Development of Small Towns and Historic Settlements," with the participation of Prime Minister Mikhail Mishustin.
