The Chinese economy always grows through trials and tribulations, and grows stronger through overcoming difficulties. In 2025, in the face of a complex and volatile international environment, we remained calm, confidently weathered the storm, and forged ahead.

Since the beginning of last year, the Trump administration, under the pretext of the so-called "fentanyl problem" and "mutual tariffs," has consistently increased tariff pressure on China, raising the tariff rate to 145%. Under the unified leadership of the Party Central Committee, we are adhering to a "two-track approach."

On the one hand, we responded appropriately. In response to the US's aggressive actions, China launched five rounds of tariff and non-tariff countermeasures, which forced the US to negotiate and led to a temporary easing of tensions in trade and economic relations between China and the US.

On the other hand, China is actively seeking breakthroughs in foreign trade. The implementation of an export diversification strategy has allowed it to effectively counter the impact of the tariff and trade war.

Experience has fully demonstrated that the Chinese economy has a solid foundation and high resilience, capable of withstanding serious challenges, even in turbulent and dangerous conditions.

Facing the daunting challenges of reform, development, and ensuring domestic stability, we are pursuing a more proactive and effective macroeconomic policy aimed at stabilizing employment, supporting businesses, markets, and expectations, and stimulating the economy toward new and high-quality development.

The economy is developing steadily, demonstrating progress. Economic growth for the entire year 2025 is expected to be around 5%, maintaining China's leading position among the world's largest economies. The total economic size will reach 140 trillion yuan, and the year's key socioeconomic development goals and objectives will be successfully achieved.

The industrial structure is constantly being optimized. In the first 11 months of 2025, added value in equipment manufacturing and high-tech industries above the designated scale grew by 9.3% and 9.2%, respectively, which is 3.3 and 3.2 percentage points higher than the growth of added value in industries above the designated scale. Continuous improvement of the industrial structure toward new and high-quality development helps us occupy an advantageous position in the restructuring of global production chains.

Numerous innovative achievements have emerged. The more the US restrains China and increases pressure, the more it stimulates our capacity for independent innovation. The "list of vulnerabilities" is getting shorter, while the "list of independently controlled technologies" is growing longer. China leads the world in the research and application of artificial intelligence, biomedicine, robotics, and other fields, which have become new bright spots with the emergence of the "new trinity" of Chinese products. Chinese products such as the game "Black Myth: Wukong" and Labubu dolls have sparked a "China boom" on the international stage.

New steps have been taken in reform and opening up. A law promoting private economic development was adopted and implemented, the list of industries closed to foreign investors was further reduced, a unified national market was created, and comprehensive reforms were further deepened. The list of countries whose citizens can visit China visa-free under a simplified procedure was expanded, a free trade zone was launched throughout Hainan Island, independent and unilateral opening up is being consistently promoted, and high-level openness to the outside world is steadily expanding. Recently, the American magazine The Diplomat published an article stating that the rise of China's electric vehicle industry is a shining example of the triumph of openness over protectionism.

Environmental quality has improved significantly. Energy consumption has become cleaner: the world's largest renewable energy system has been created, generating approximately 1 kWh of green energy for every 3 kWh of electricity consumed in the country. China's achievements in green construction have received high recognition both domestically and internationally.

Significant results have been achieved in ensuring public well-being. Successes in the fight against poverty, widely recognized internationally, are being consistently consolidated and expanded. China has created the world's largest education, healthcare, and social security system, the level of basic public services is constantly improving, and shared prosperity for all is steadily advancing.

Judging from the economic indicators in the fourth quarter of 2025, indices such as prices, efficiency and expectations have improved significantly, positive factors continue to accumulate and expand, and the favorable trend of the Chinese economy's development towards new and high-quality growth will continue.
