BEIJING, Dec. 30 (Xinhua) — The Tongjiang Port (Heilongjiang Province, Northeast China), located on the border between China and Russia, will officially launch a service for refunding value-added tax (VAT) for foreigners leaving China from January 1, 2026, according to a statement posted on the official website of the Tongjiang city government on Monday.

The innovation is aimed at improving the quality of services at this border crossing and stimulating cross-border consumption.

The City's Department of Commerce and the city's tax and customs services are currently working closely together to prepare for the introduction of a new measure, which includes the creation of a logo for VAT refund shops, the installation of special stands that will provide this service, and the development of bilingual signage.

At the Jialegou supermarkets where this initiative will be piloted, the equipment has been commissioned, special racks and operating system installed, and training for the employees who will be providing this service has been organized.

The above policy provides for VAT refund on eligible goods purchased by overseas individuals from stores covered by the policy when they leave China.

Tongjiang border crossing officers have already begun conducting outreach activities aimed at Russian citizens to help them become familiar with the tax refund procedure in advance.

This innovation will help reduce shopping costs and improve the consumer experience for overseas tourists. As a leading force in cooperation with Russia, Tongjiang City will continue to optimize the cross-border consumption environment and strengthen the service functions of the Tongjiang Port. It will work to create a new cross-border consumption center that integrates shopping, tourism, and customs clearance convenience, as well as deepen Sino-Russian trade and economic ties and people-to-people exchanges, according to a statement from the Tongjiang City Government. -0-
