Contestants were asked to express their attitudes toward Christmas and their feelings about the holiday through creative writing—drawings and stories. Their work had to be devoted to one of three themes: "Christmas Angel," "Christmas Traditions," and "Winter's Tale." Young artists submitted paintings in oil, watercolor, colored pencil, or pastel. Budding writers submitted fairy tales, detective stories, mystical stories, and other works. This year, the competition received over 370 submissions.

The winners in the "Literary Creativity" category will be determined by an expert council consisting of writers, poets, and philologists. Muscovites will also choose the winners in the "Artistic Creativity" category. Twelve works selected by the organizing committee—six in each age group—will be posted on the "Active Citizen" project and the "Active Citizen for Children" platform.

The winners will receive diplomas and commemorative prizes. Furthermore, the organizers will publish an illustrated collection of stories and drawings featuring the best entries.

The voting and survey were prepared by the project Active Citizen and platform "Active Citizen for Children"together with Department of Territorial Executive Bodies of the City of Moscow.

The Active Citizen project has been running since 2014. Since then, more than seven million people have joined, and over 7,400 votes have been conducted. Between 30 and 40 decisions are implemented in the city every month. The project and platform are being developed by the State Public Institution "New Management Technologies" and the Moscow Department of Information Technology.

"Active Citizen for Children" — an online platform created specifically for Muscovites aged six to 14. Here, children can make important decisions for the city by participating in surveys. They can also enjoy quizzes, games, comics, and videos introducing them to Moscow, its history, development, projects for children, and how residents are helping the capital become a better place.

The creation, development and operation of e-government infrastructure, including the provision of mass socially significant services, as well as other services in electronic form, are consistent with the objectives of the national project "Data Economy and Digital Transformation of the State" and the Moscow regional project "Digital Public Administration."
